Login to your IBM Passport Advantage and your downloads should be available there. If not contact your sales rep to iron out the details.

There is also a time-limited (and functionality limited) 30-day trial - called Developer Edition - that you can download from the IBM website. You can get it here:

http://www.ibm.com/developerworks/downloads/im/cognosbi/

Be aware that things like creation of deployment archives etc are not possible in this version.
