finally resolved this and it was not the solution that IBM suggested

Hopefully you communicated your solution to IBM so that they can put together a technote to assist others in the future?

Web users are prompted to save cognosisapi.compid=pc when opening 1 application.

Technote (troubleshooting)

Problem(Abstract)
All web users, regardless of workstation or server being used are prompted to save the file name:
cognosisapi.compid=pc.
when opening up 1 Contributor application in Cognos Connection.

The issue only occurs for 1 application, all other applications open fine on the web.
Symptom
Pop Up Box appears:

Do you want to save this file, or find a program online to open it?
Name: cognosisapi.compid=pc
Type: Unknown File Type, 56 bytes
From: cognos.hnicorp.com

Find Save Cancel

Cause
The cognos package name defined in the Contributor Administration Console for the application has a special character in the name.
Resolving the problem
1. Open up the Contributor Administration Console
2. Expand the application in question>expand development>expand Application
Maintenance>select GoToProduction Options
3. Remove the special character from the Planning Package Name
4. Save and GTP the application.


Before doing the GTP delete the entry in the Cognos Connection and Run a fresh GTP after checking the "Create Planning Package" Option...

FYI, my resolution was that the end user did not have the proper permissions. We uninstalled the Cognos application completely from the workstation, elevated the user to local admin, and re-installed. This worked.
