I am able to open the report in Excel but when i run the report in HTML format and then try to export the report in cognos viewer the exporting option is coming discabled.Please advice how to enable the options.

Is it possible that an administrator has limited the type of output the users should have?

Here is a link on how to make specific output unavailable, perhaps you can check the configuration file to see if this has been done?
