If anyone had the issue similar to the following:
The new installation of Cognos Planning 10.1.1 with 3 tier implementation:
web tier - EP Client, BI web tier, EP Gateway, VM, 2 vCPU, 4 GB RAM, OS - Windows 2008 R2 SP1 Standard 64-bit, IIS 7
app tier - Cognos Planning Complete (App tier, Contributor etc.), Quad Intel Xeon 3.33 GHz, 8 GB RAM, OS - Windows 2008 R2 SP1 Standard or Enterprise, 64-bit, SQL Server 2008 client
db tier - Content Store, SQL Server 2008 Enterprise Edition, VM, 4 vCPU, 8 GB RAM, OS - Windows 2008 R2 SP1 Standard 64-bit
Cognos connection is available through IIS 7 application with Active Directory authentication, from a client laptop, web and app servers.
Error:
Planning - Analyst:
There was a problem loggin on. Please ensure you can access IBM Cognos Connection using Gateway URI specified in IBM Cognos Configuration.
Planning - Contributor Administration:
An error has occured while starting IBM Cognos Planning - Administrator.
Main form failed to initialize.
Error Details:
ActiveX component can't create object.
Similar implementetion is working fine in VM environment (all 3 tiers are VM with similar vCPU, RAM and firewall zones as described above)
Any thoughts about the error?

Gateway: website is in Local Trusted zone for IE security? Browser opens successfully for GW using same URI from Cognos Config?
ActiveX: install location is in Trusted Sites for add-ins? Office is 32-bit install (not x64)? IE Enhanced turned off? Running with same account as from installation?
All settings are fine - local IE including, Cognos Connection is working fine from the client laptop and app server, dispatcher url is available from web server, firewall is off etc.
The answer is:
Cognos installer for 10.1.1 doesn't register properly all dll and OCX files. Again, don't forget to re-register OCX files as well.

I have the exactly same issue as you and Cognos Support is still looking for solution...
What do you exactly mean by "re-register OCX"? Which files? What are the particular steps to solve this issue?

1) Edit files to the bin location of your Planning install
2) Stop services
3) Unregister (unreg.cmd)
4) Register (reg.cmd)
5) Start services
And here is the reg.cmd file.

Hi cinu8,
As indicated above there are .dll and .ocx files that are not registered properly during the Planning install. Marva55 has provided steps and also has attached .cmd files that you can run that will automate the unregister and register of these files. Download the files, follow his steps and you'll be fine.
I've run through this process a number of times with a number of clients and haven't had any lasting problems.

but i am still not able to logon to CAC or Analyst when i check the log file i see below error
why it is looking for data base tables ?
Database Errors: Source: OraOLEDB Description: ORA-00942: table or view does not exist Number: -2147467259 SQLState: NativeError: 942 Source: OraOLEDB Description:
Analyst and the CAC will attempt to locate and load the P_* tables from your content store or planning store depending on your configuration.
Are you using a new CS/PS or an existing one?
