You use Transformer to create cubes. Here is the Transformer User Guide.

Er....
Transformer builds PowerCubes, not TM1 Cubes.
Building TM1 Cubes is not in itself difficult but of course it's part of an overall systems design task for which you should get expert help, training, or both.

Cognos PowerCube using Transformer
TM1 Cube
Essbase Cube
...
