Running Scheduled Jobs with a Waiting Status,What would cause it to get stuck...What would be the root cause for this issue.Could someone help..
Could be any number of things. First place I usually check is Cognos Administration>System>Verify that all dispatchers are ok. Go into each dispatcher as well and check that the batch service is ok. You might want to even try cycling it from there.

Every time I have seen this, the issue has been the size of the report is too big to email. The report completes, but is too large to be sent via email. You can verify this by running the report and just saving it, then manually download the saved report and check the size against your company email attachment size rules.

There are no attachments to the email, only the link to the report output.
This is the setup and only delivers to one email address.
Can you run the same report to email interactively "Run with options"? Does it work and send the email?
If not run an IPF SDS trace.

It appears that your dispatcher is not tuned according to the environment.
I have had that issue before and it all relates to threads and cpu availability.
Search and go through tuning documents at IBM site.
