This is the error a user is receiving when trying to setup a data source with a local install of framework manager

Any ideas would be greatly appreciated

Hi,
If I had to make a guess, I would suggest the version of Framework Manager installed locally is different from the version of Cognos 8 on the server it is trying to connect to when creating the data source. Is it possible you have a version mismatch between the two?

We are currently using cognos 8.4.1 and the framework manager package was initially 8.3. i was under the impression that framework manager did not get upgraded from 8.3 - 8.4.1 and would still work.

FM will work standalone, but needs to be matched up to the version of Cognos 8 on your main BI server in order to create data sources etc. It is never a good idea to have mismatched versions in an architecture. I would recommend you upgrade FM to version 8.4.1 to match the version installed on your server.

I have confirmed that both FM versions are the same and both are running @ 8.4.1

The only time I have encountered CCL-RCI-0001 errors is when I have been trying to use an older version of FM than the installed version of Cognos 8 on the server. If you are 100% sure that the versions are the same, I would log it with IBM to see if they can suggest anything else.
