Print Page - How to Display HTML file contents in a Rich Text item?

I want to be able to read the contents of a html file into a rich text item....how is this done? I have tried the following code and it displays only the file name...not the content of the html file.

'<a href="http://aix13/cognos84/htmlfiles/sample.html">'

Please see attached sample.html file.
