From what I have seen of MS BI the gap between both solutions is wide. Migration in technical terms is absolutely not an option.  Steps involved include translating the Cognos model(s) to something similar in MS BI, possibly by redefining them as database views.
You do not state what you need to convert, but complex Report Studio reports will be a real challenge with MS BI. Multidimensional will be a bit easier.
Expect to take a lot of time to document/describe your report designs and prepare to reduce complexity if needed. Actually you ARE taking a step back in the process    ;)

Are they simply trying to expose Cognos content through SSRS, or is the goal to eliminate Cognos? SSRS is usually hosted in SharePoint. If they mostly want to get Cognos content surfaced through SharePoint, they should consider the included Sharepoint web parts rather than a wholesale migration.

The Cognos solution really is more robust and capable, particularly for larger organizations.
