Can we plot trendlines in Cognos 8.4.1 charts because per IBM there is chart property available to do the same.

If not then how we can calculate 3rd order polynomial Trendline in bar chart?

The document you linked to is for the Cognos 10.1 release. Cognos 10 includes a shiny new charting engine with lots of whizzy new features, including polynomial trendlines, but the classic charting engine in Cognos 8.4.1 does not, unfortunately.
SpotOn Systems offer charting addons for the 8.4 release to enhance the charting capabilities, but I don't know enough detail to say whether polynomial trendlines are included in their solution, sorry. A general link to their offering is here:

If these do not provide a solution, I would suggest upgrading to Cognos 10.

Even I think to upgrade to Cognos 10 to achieve this functionality but problem is how should I convice the Client to do so?
If Client agrees to upgrade to Cognos 10 then do they have to pay extra $?

If your client has a maintenance contract with IBM, upgrades are free.
