In Cognos 8, this was located in the properties under y1 axis, but can't find it in Cognos 10.
I notice that my bursted charts aren't scaling correctly and therefore some of the charts contain their graphs towards the very bottom of the chart. In the past, i have selected "NO" to "Use Same Range for All Instances", but can't find it. If anyone can help, much appreciated.

Click on the primary axis line. Not the arrow pointing up from 0 to n, click on the line just to the right of that.
Once your on the primary axis click on the Axis Range. If the chart has a master/detail set up you should see the "Same range" checkbox.

Just a little bit different from your guide. In my version 10.2.1, I did not find the Same range property, instead, after choosing the Primary Axis, I found Axis Range property and clicked on the three dots next to it, then uncheck the box "Same range for all instances of chart". It works as well.
