Recently we have created a new tab in our dashboard and added it to the default view but this tab is not showing for any of the users. In one of the article that I read it says, this change can only be done to new users. For old users we need to do it manually. Is there a way that I can do this change globally for my existing users.

The only option I can think of to achieve this is to code an SDK application to walk the user profile definitions in the content store and add the tab to each. As far as I'm aware there is no option in the UI to add a tab to every single existing user profile in one hit.

It might be worth popping over onto the MetaManager board, that lets you do a lot of things with Content Store contents that aren't available through IBM tools.
