Looks like your Internet Explorer settings are not set properly.
Try the following:
Launch a normal Internet Explorer browser window, go to Tools -> Internet Options, and press the Settings button.
Look for the "Check for New Versions of Web pages" section and make sure "Every Time You Start Internet Explorer" is selected.
Next, go to Tools -> Internet Options, onto the Security tab, select 'Internet', then choose 'Default Level'.
You should also check Active Scripting is enabled:
Go to tools -> Internet Options, onto the Security tab, select 'Internet', then click 'Custom level'. Scroll down to the Active Scripting option and set it to 'Enable'.
Finally, clear the Internet Explorer browser cache, and try again.
