Google 'cognos report studio user guide' and you will get the pdf guide that explains all about expressions and much more.

Create a List/Crosstab report, add a Query Calculation, Select Functions Tab and you will see all the functions there. Click on any function and in the 'Tip' section which is on the bottom right pane, you will see the meaning as well as syntax of the expressions.
