I have noticed that I had been getting this extra ie window whenever I run Cognos report studio or a report.
I suspect this started since I upgraded my ie to ie8 awhile back.
Even after I closed all ie tabs, this blank window remains open and shows as "cognos 8 - Windows Internet Explorer" on my Taskbar.
We have Cognos 8.3, and I installed ie8 with all default options.

I think I started seeing that behavior starting 8.3 Cognos, we are still on IE 7.

OK, now I know at least this is not just me, but you sound like this is Cognos related, instead of IE compatible issue.
Since Cognos primary runs on IE (last time I checked, Firefox was not supported), this little nuisance could be a big thing.
FF is supported for Cognos viewer in 8.3, but from 8.4.1 not sure if its from FP2, FF also supports Report Studio
I've seen this at almost every customer I've visited in the last 2 years or so... annoying for sure! Even happens with Express.
Then, does anybody know where to submit a request for them to look into it?
I couldn't imagine this is something that is hard to detect and correct.
It is a minor issue, but if it happens every time and affects many then it is a big deal.
