From within RS you can only access one package. However the package may be published from a model that uses multiple database connections.
Native SQL can be used when you cannot establish what you need by using Cognos SQL. Cognos will however parse it just the same. By using native SQL you probably lose the ability to reuse the model on another type of RDBMS. When you keep everything in Cognos SQL it is more portable in that respect. I would in all case try to stay with Cognos SQL
