In Cognos Connection, Report Not Loading when using View in Excel Options

We have just deployed Cognos Connection to our sales force and we are running into any issue with the option to View in Excel.

Specifically, users with IE 8, click the link View in Excel Options --> View in Excel 2007 (or View in Excel 2002) and no report/Excel file opens. A new IE window opens but no prompts to Open or Save the file appear. I installed Firefox and was able to use the View in Excel options with no problem, however some of our sales force are very stuck in using IE and refuse to use Firefox as a work-around.

I have added our url to the Trusted Sites list and reset the security to low, as well as make sure any Java component is being allowed.

Anyone have suggestions on what else could cause this in IE8.

I had a similar problem once when the page contained content from different zones: trusted and internet => IE did not use neither trusted sites nor internet security settings.

On what zone does IE claim your cognos server is at? Zone is shown at the IE status bar (or whatever that area at the bottom right of IE window is called).
If it says "Unknown (mixed)" add all referenced url:s (links to images and other stuff) to trusted sites and problem should be fixed.

It shows as being in the trusted zone. I found some information finally on IBM's site that recommended the below settings which worked.

1. Add Web Address to Trusted Sites List
2. On the Security tab, click Custom level, and scroll down to Downloads.  (Be careful here;  It's the third group of settings, about 1/3 of the way down;  Look for the icon with the little down arrow similar to the one in the picture below.) 
3. Click Enable for each option under Downloads, and click OK.
