configuration error on PC

Error 1 :
I am trying to configure RepotNet on my PC I am getting following errors.
My OS is : Windows 2000 Advance server
My database is : SQL Server 2000.
I  completed  IIS configuration.
In cognos configuration I am not able to get right mark for GENERATING CRYPTOGRAPHIC INFORMATION. Remainign all are right marks.
I am not getting the cognos connection page.
Gateway URI :   http://localhost:80/crn/cgi-bin/cognos.cgi
I given the above path in explorer, I am getting this path and following error.
http://localhost/crn/cgi-bin/cognos.cgi?b_action=xts.run&m=portal/ccentral.xts
  An error has occurred.

  DPR-ERR-2058 The dispatcher cannot service the request at this time. The dispatcher is still initializing.

When I try to give this path I am getting following error .

Error 2:

The Cognos BI server is not available.
"SoapSocketException: Connection refused"

Hi,
The problem seems to be in the Content store.
Please check the content store configuration for correct parameters (DB server name, DB name,UserID and password). Also wait for some time (2-3 min) after the reportnet service starts and then open the cognos connection.

Also check the log file "crn.log" for the specific error messages. If it says the content manager failed to start then this problem is definitely because of wornd configuration of Content Store.

Earlier I had experienced the same error. I think this is something  about the content store service does not start properly or not started at all. If  you are running reportnet on windows o/s open the "Task manager" window and see whether "BIBusTkserver" process is running or not. In order to use the reportnet the above process and the "Cognosbootstrapper" process should be running.

Your reportnet jce cert has expired, and needs to be replaced before you can save any configuration data.
