Is ReportNet a application that will require a NEW complete install.  I currently have EP7.  If purchasing ReportNet would this not be an upgrade to my current version ??????

From strickly a software point of view you are correct.  This is a new installation.  CP7 to CRN is not an upgrade but a migration.  To that, there are migration tools available.  As far as licensing goes I'm not sure.
