Slow Rendering of Reports

Hi,

I have an team of offshore Cognos developers that are working on some reports for me.  The reports that they have built are dreadfully slow.  They say that they have changed all of the calls to the database into Stored Procedures.  I have tested the Stored Procedures and they return results instantly, but the reports still render in Cognos 8.3 extremely slow.

I know that there are a million things that can cause this, but are there a set of tips that I can use to go back and ask if "x y z" has been done to determine why the reports are so slow?
