New Server; moving existing C8 to it -- problems

Hello,
I am trying to move my existing Cognos 8.2 environment to a new server.
I moved the (SQL) database with native backup and restore.
I installed 8.2 on the new server, got into Cognos Configuration and set up the DB info and such.  I am able to start the services and they are running, content store is running.
When I try to go to http://localhost/Cognos8 on the new server I see a quick flash of the C8 start up screen and then go to a 404 page cannot be found.

Any ideas on what I might be missing?

What about IIS, assuming that is what you are using?

Yes, I am using IIS -- it appears to be setup the same as on the server that is being taken down.  I am looking and is there a way to view any log for that where it might tell me an issue?

What happens if you type: http://localhost ?
What is your gateway url?
What happens if you type in: http://localhost:9300/p2pd/servlet

I believe so (Cognos8 and cgi-bin)

What happens if you type: http://localhost ?
I get Under Construction message with some info to access IIS Help

What is your gateway url?
http://localhost:80/cognos8/cgi-bin/cognos.cgi

What happens if you type in: http://localhost:9300/p2pd/servlet
I get this:

I am running now -- I'd made a mistake with the IIS setup.

I believe the first time when setting up the virtual directories I had chosen New->Virtual directory from file

I should have chosen New->Virtual directory

I deleted my existing virtual directories (Cognos8 and cgi-bin) and added them again (remember permissions) and then I was fine.
