Problems with Cognos portal and applications location

I've noticed one strange problem with Contributor applications on Cognos Portal. Cognos 8.4

If they are situated in the main directory I don't see any problem. But if I create the new folder in the main directory and replace any application in the new folder I can't open it. It shows me e-list but when I open the element of e-list I see next mistake:

[CCLMsg: System text='Argument value is null']
WHILE [CCLMsg: system text='parsing cogrcp from input stream']
WHILE [CCLMsg: system text='parsing cogrcp from file C:\Document and Settings\UserName\Local Settings\Temporary Internet Files\Content.IE5\J555E9J\cognos[1].cogcrp'']

When I move replaced application in the main directory the problem disappear.

Has anybody met this problem?

Not sure why you are seeing this.  You can try this -
In CAC, go to the app > Development > Application Maintenance > GTP Options.  You can specify the path where you want to move the app.

Unfortunately It hasn't helped.

Some additions.

It turned out that I can launch the appilcation from another (not the main) folder then I open the Contributor Console on server. But I can't do it on my user computer.

May be it are the problems with settings with temporary folders on my computer but I can't understand them. I set all rights to folder Temporary Internet Files but it hasn't given me any results. Also I can't find the folder with name J555E9J. I think the application are trying to make this folder but can't do it. And I don't know the reason.

This is most likely going to be a problem on your local machine with your current profile.

First go ahead and try deleting files in your temp directories
- %tmp%
- %tmp%\..\Temporary Internet Files
- %tmp%\..\cache (if it exists)

The overall problem should be that it is having a hard time recognizing the .cogrcp filetype, or the opening of the .cogrcp file
