dynamic list columns based on years

Using cognos 1.1 reportnet...

Does anyone know how to display a list with dynamic columns that represent years in which data is represented?  For example, if you had a report that summed hirees by department by year:

Department                    1989  1990  1991....... 2008  etc.
Sales                                0   1     4                  20 etc.
Marketting                          2   4   5      2     whatever....

Running it this year, the columns would go al lthe way up to 2008.  Running it next year, though, there woul dhave to be a "2009" column as soon as someone was hired in 2009...  Any thoughts?
