When opening Framework manager I get an error message....

"Unable to access service at URL: http://Cognos2 :80/Cognos8/cgi-bin/cognos.cgi?"

If I click "Cancel" then it opens Framework Manager, but I cannot publish a package. Other things to note:

1. From the server itself, I cannot access the Cognos Connection sign-on page.

2. If I go to explorer and type in the actual IP address, the page comes back as "Under Construction"

3. None of my nightly jobs run. I can run them manually in the morning (go figure).

I'm not sure if this an IIS problem, some sort of authentication/security issue or both.

Any help would be greatly appreciated.

Are you sure that Cognos is running at all? The 'under construction' message points to someone who has tampered with the messaging (looks like a custom value to me)
Is the portal registrated in IIS?  Is the IIS service itself running?

Yes, Cognos is running. I've got 8BI and Planning running on this server. I have about 50 people a day access this box. From my laptop I can get to the Web page, but from the box itself, I can't - that's what has me stumped.

Framework manager has it's own configuration settings. You need to configure these no matter if you run the tool on a client or on the server itself..

Yeah that means that the Gateway URI isn't correct in the FM Configuration. Please verify the Gateway URI setting in the FM Cognos Configuration (I suspect the space in between server name and ":80" from looking at the error above)

Are you using Remote Desktop to the server ? if so try using the isapi eg http://server_name/cognos8/cgi-bin/cognosisapi.dll

That is the default web page for IIS when no Virtual Directory is supplied to a valid/running web server. try
http://ip_address/cognos8/cgi-bin/cognosisapi.dll

What error do you get for the failed jobs ? Try renewing your credentials in the Portal (My Preferences > Personal tab > Click the link "renew credentials ... ")
