Impromptu 7.4 MR2 and Vista

I have found a problem with Impromptu 7.4 MR2 Administrator and Windows Vista.  When I go to open an Impromptu 7.0 catalog in 7.4 on a Vista PC, it does not prompt me to upgrade the catalog.  When I open the Catalog menu all options available to the Creator are greyed out.  It is not recognizing me as the creator.  I am working with a copy of the production catalog, so no other user has access.  I have also tried upgrading the catalog on a Windows 2000 PC and then accessing it on the Vista PC.  Still the catalog options are greyed out.  Has anyone run into this issue?  I have contacted Cognos Tech Support, but they couldn't help me.  They said that MR3 would be coming out soon, but couldn't tell me if this issue was addressed.

This update option is only usable with a personal copy of a distributed catalog. This is not an option for the master catalog. If any changes are made to the database, the master catalog will need to be updated manually. Once this is done the next time the distributed copy is opened the "update catalog" option should be available.
