Is there a way to control when values are shown in Query Studio so that when users drag data items into the report area the data doesn't automatically display?

Search the Cognos knowledge base for article 1016448.3.

I am on version 8.2 so the KB document did not work for me.
The latest KB document did work for me and has been tested succesfully on 8.2 and 8.3.

Yes there is a way when ever you create a report in query studio gives you three options how to display the data.

1.Data Turn Off-With this option you can see the dummy data that is not queried from the database.
For your requirement you can control the data by create the report in this mode so that report will display the dummy data.
2.Run with all data:Here you can view all the records available in the data base.
3.Run with limited data:With this option we can query  the data and view the report with limited data from the data available in the database.

Hope this helps you :)))

As JaiCognos stated, each user will have to set how to view the data.  This can be set in Manage File > My Preferences...
