Max number of database connections (20) error message

I've started getting these error messages out of no where.  I'm the ONLY developer using this box!  Also, I know that Oracle doesn't have a max.  I bounce the cognos service, and I can do a report validate 20 times or so then it locks up again with this message.  Anyone know why all of hte sudden I'd start getting this message, or why just doing a report validate is causing this?  It seems to be leaving a connection hanging open each time I validate...

You need to change the Pool size and Timeout parameter values. These settings are in the file crn/configuration/CQEConfig.xml.

Find the CQEConfig.xml.sample file, make a copy of the CQEConfig.xml.sample as CQEConfig.xml and modify the values.

Default Pool size value is 20 and Timeout value is 15 mnts.

Thanks, I'll try that.  But, any idea why all of the sudden after over a year, Cognos decided to max out the connections?  Also, why is the Validate function consuming connections?  That makes no sense to me...
