Launching JVM failed

I have been using SSL in Cognos Analytics for years.  I have a recipe that hasn't failed for years.  For some reason today in my dev environment...

I had CA11.2.4FP3 installed on the server, and the server has been powered off for months.  It was running using http:.  I brought it up and ran through my SSL instructions today, which includes stopping and starting CA at key points in the process.  But when I try to start the service I see:

[Launching a JVM using 'Maximum memory in MB']
[ ERROR ] Failed to launch a test JVM with the current memory setting.
Details from the JVM :
The system cannot find the path specified.

I'm not finding relevant help for this online.  The message is vague enough that I'm not even sure which logs at what location to inspect or which configuration files to look at... or if I made a mistake in Cognos Configuration.

...and this doesn't feel like it's directly related to implementing SSL.

Any pointers are appreciated.

Quick sanity check - are you using the default IBM java runtime that ships with CA, or are you using a different one (Oracle?). Have you checked the environment variables to see where the system is looking for the java libraries - and that they exist in that location?
