Scheduled Burst Report - Blank Email

I have a burst report that I have set up to be emailed daily.  The report is attached and i have left the body of the email blank so the report should display in the body of the email.  I have about 5 ppl CC'ed in the email (these are hard coded in the schedule setup).  The report runs daily and if there is no criteria returned for that day, the schedule sends a BLANK email to all of the CC'ed recipients. 

I did a test and removed all of the CC'ed ppl and just got a generic email from the system:

We were unable to send a message to one or more recipients. Please contact your administrator.
Subject: Send failed: A new version of Home Leave and Elig Lookups_TESTING is available
Date: Thu, Oct 13, 2022 09:00:27 EDT
Error Message: CNC-SDS-0336 There are no valid recipients for the message. The message will not be sent. Please check delivery addresses.

My question is, is this normal behavior?? I don't want the CC'ed people getting an email if the burst criteria is not met.  This email is scheduled daily so they will get a lot of blank emails.

Hi,

When you burst a report, the burst specifications usually control the recipients - either based on specified email addresses or based on CAMIDs. When you add CC recipients in the schedule for the report, these get emailed outside of the burst specifications, so they will always receive an email, even if it is blank.

The way around this is to include the people who are currently in the CC list in the burst specifications of the report - so that these people receive the report as part of the burst processing.
