Folder Security - Enforce user can only create subfolders, not other objects

I have a customer who is asking if this is possible. I've been searching awhile but couldn't find anything promising.

Folder Structure:
Team Content
   Dept
      Main Folder 1
      Main Folder 2
      Main Folder 3

My customer wants me to set folder security so users can ONLY create subfolders inside each Main Folder. Then inside any subfolder they create, they can then create QS queries and save them there.

I'm thinking it might be possible because I've seen where the root Team Content has a restriction of only folders being created, but I've been unable to figure out how to replicate that behavior to each of these Main Folders.

is it possible where users will just request creation of subfolders to an admin.
The admin then can setup the correct permissions for the specific customer folder under Main Folder.

I don't think even role customization will be able to solve this requirement. But you can try to create a role and use feature customization to just allow create new folder. Then on the subfolders you just need to explicitly assign the owner with full permission.

Although, i don't think this will stop anyone with write permission to select the main folders as destinations when they use 'save as' (reports).
