Tightly couple a Measure to a Level in Dimension

Hi Team,

Is there any possibility of creating measures for a specific level
Example Benefits dimension have Levels like below

Group
Category
Plan
Option

We need to calculate the Enrollment percent for Group, Category and Plan is Enrollment Count by Group or Category or Plan/ Employee Count by Group
and Enrollment percent for Option is Enrollment Count by Option/Employee Count by Plan

This kind of dimension is used in dashboard crosstab.

If any one came across this approach please let me know.
