Error on New Report Creation

CA 11.0.13

A single user is getting the error message below in both Chrome and IE when attempting to create a new report (opening an existing report works fine).
The browser screen then "skews" and no work is possible.

       This site says....  TypeError: Unable to get property 'slice' of undefined or null reference

I have had the user clear cache, history, and old java files (from Control Panel).

Any thoughts would be greatly appreciated.
