User Defined SQL - Cannot Select Data Sources

CA 11.0.13

After migrating from Cognos BI 10.2.2 some users have lost the ability to select a data source when using User Defined SQL (yes, we know we didn't do our export/import of permissions correctly).
They are able to enter SQL, but when they click on the option to select the data source, the box is empty (with no further ability).

Can someone point me in the right direction as to what permission is missing.

This continues to be an issue.
We have certain user groups for whom the functionality of selecting a Data Source works fine and others that cannot select a Data Source.
Both groups have the same permission to create User Defined SQL in Report Studio (Cognos Administration > Capability > Report Studio).

There must be some other permission that is not set correctly.
Does anyone have any thoughts and can point me in the right direction.

I assume you know that Cognos combines permissions (including Deny ) for all groups a given user belongs to.
Did you try to analyze the difference in combined permissions sets between Nice User(can select DS) and Naughty one (can not)?

Yes, but that does not appear to be the issue.
In tracking thru all the capabilities that I think are relevant, there doesn't seem to be a grant/deny issue.

I would also try to stop all Cognos servers (better even restart boxes) and delete all of temp files...
Sometimes it helped me to resolve some weird issues. I do not know why but can assume that Cognos might be caching some stuff

We've done that too!

Also as an FYI, if I (as a user who has the functionality add a Data Source) create a report template with a Data Source added, a user (who does not have that functionality) can use that report template to add a User Defined SQL statement and have it validate successfully.
However, the user still cannot add or change the associated Data Source as again the list of sources is blank.

Again, any thoughts will be greatly appreciated.

I would try:
1) enable the most detailed logging
2) check logs: what is happening when a Naughty User tries to select a DS
3) if this does not help: Determine difference in Group/Role Assignment. And try to strip Nice and/or Naughty of relevant privileges gradually to see if their capabilities changed...

There is nothing really magic in Cognos
