My question is as such:
Cognos by default (when installed) has the authentication "restrict access to members of the built-in namespace" set to false and "allow anonymous access" set to true. Hence, what this does is allow the users who exist in your authentication namespace (let's say LDAP or AD) - to successfully login to Cognos and view the Public Folders. If a user not having a Cognos license logs in and views the public folders, do they have to purchase a Cognos license? How does Cognos handle this? It would be nice to let the community view the Cognos reports without purchasing a license for each user.
