Can't successfully Install Cognos 10.2.2 in our environment anymore

Very frustrated.  Hope someone can help.

I've googled my issue and worked with IBM support and nothing seems to work.

I have a working 10.2.2 production site.

I am trying to stand up a development environment and have unsuccessfully tried on three different servers.  I install the software, but when i try to start services, it takes about 15-20 minutes, then returns with this error:

[ ERROR ] CFG-ERR-0106 IBM Cognos Configuration did not receive a response from the IBM Cognos service in the time allotted.
Check that IBM Cognos service is available and properly configured.


The server is a Windows 2012 R2 VM.   All of the software is installed in one environment except for the content store that is located in a separate SQL server. 

As i mentioned, we have a production server with a working Cognos 10.2.2 installation who's content store is also located on the same SQL server.

I feel as if something on the Dev server is preventing the services from starting but supposedly it is identical to the Prod one. 

Another thing to mention is that no cogserver.log are generated. 

Any clues?

I assume you are trying to start the service from within Cognos Configuration? Have you tested your connection to the content store? After you save the config, do all the green checks appear? When you start, there is an option to view details in the start window - what do you see? Are there any errors showing up in there? Are there any logs at all on the logs folder?

If I had to guess, I'd suspect an issue with the content store, or perhaps the ports are being used for something else? I'd normally expect to see these kinds of issues reflected in the log, though.
