Server Lockup Issues

Recently we've had a spate of issues in our Dev and Prd environments (Analytics 11.0.13) where the server seems to ... well ... stop responding to things is the best way to put it.  Or respond so slowly it times out.

For instance, you'll go to the logon page and it'll take minutes to load ... or it won't load at all.  If it does, you can enter your credentials and it will take minutes, or time out.

You go to the server, and it seems happy.  Not under much load, plenty of memory and disk.

Restart the server, and everything's fine.

I've tried opening cases with IBM and showing them logs and stuff, and I don't get much of anywhere.  They're not very good at "hey, what kinds of things should I be looking for?" kinds of questions.  They're geared toward answering specific questions.  What I need is help trouble-shooting.

Maybe this community is better for this kind of thing.
