Apply Background Color to Entire Active Report Page

I created an active report with a few visualizations in Cognos 11- basically looks like a dashboard.  I'm attempting to put a background color w/ gradient across the back of the whole page, however the visualizations are always white.

I've messed with sizing, transparency, differing levels of applying the background (page, page body, table, etc.) and can't seem to get it right.

Any advice on how to achieve this?

My goal is to have one background color being applied to the whole page... and it would show through the different visualizations. I believe I found an answer.  I was using tab controls, and the page level colors weren't showing inside the tab.  One solution was manually sizing the table cell (inside of a tab control) and setting the background color - if the table size is set to a % then that color wouldn't show through.

The better option, and the one I'm moving forward with is a deck and then button bar.  It'll have the same general look, and I confirmed that the page level gradient I defined shows up.
