Portlet pages are deprecated in CA 11.x. you can still view any portlet migrated from  earlier versions and they open up in a new browser window. The only other way I know of is to embed a portlet page in an iframe within a HTML item of a report in v11.x. But for sure you cannot create portal pages in this version.
