Prompt Page objects not allowing for scroll bar

I have an unusual situation.  I have Cognos on different servers.  I use IE 11 on both for running Cognos and both are using Cognos 10.2.2.  On one server, the prompt page on a report has multiple objects (choices) and the scroll bar is automatically there for each object when the choices go beyond the dimensions of the object.
I can take and copy that report to the other server (remember, same browser, same Cognos version) but when I get to the same prompt page, the scroll bar for each object is no longer there and the dimensions of the object do not hold, the object size adjusts to the number of choices in the object?! 
I am not sure what I am missing and it is very cumbersome and not visually appealing when the report appears one way on one server and differently on the other.  Side note; the servers themselves are basically clones of each other as well and were built at the same time.
Anyone have any ideas what I am missing?  Thanks in advance because I am stumped!

same browser, same version, but are you sure you have ie's compatibility settings set to the same for both URL's?

Yes, I have checked compatibility settings as well.  I cannot figure out where the difference is or how to change it and would appreciate any help from anyone who has experienced this or knows how to correct it.  Thanks!

How is the default font size in both browsers?
Few can be done on Cognos | RTFM for those who ask basic questions...

Text size is medium, but it is only one browser; I use the same browser for the two different Cognos IP's.
