Create Reports Library that users can build dashboards

All - I am looking into a requirement where users would like to have a reporting library (this is similar to the pinning mechanism in Dashboards).These reports would contain chart/ widgets to display the data in a visualization format.Users will be using these reports to build their own dashboards or reports.
Notes:
1. We are not using Workspace.
2. Cognos portal tabs is not available in Cognos Analytics.

Any ideas/ thoughts would be helpful.

The only feasible solution for this currently is to use Cognos Workspace, but as I believe it's on the list of things to be deprecated in CA, I wouldn't move in that direction. I'm hoping IBM come up with a functional replacement that allows report parts or reports to be assembled in a dashboard easily.

It is possible to bring in a report URL into a CA dashboard, but it's not particularly simple to do. That would be your only option right now, I suspect.
