QFS-ERR-0141 Error when Upgrading 11.0.7

Upgraded our test server to Cognos 11.0.7 and imported our 11.0.6 production content store for testing.  Also opened all models in FM 11.0.7 and then published these packages to our test 11.0.7 server.  On some reports, I am getting the above error even though the package is CQM and Advanced Routing is set correctly.  The error is sporadic and does not appear to occur if you are in edit mode and run it from there.  And although I cannot confirm, it appears to go away when I open the report in edit mode and then save the report.  Then a user can test and run fine.  Any ideas?  I have done those items as IBM recommends.  All routing looks okay.
