Alert for disabled report

Trying to figure out if its possible using event studio or another feature of Cognos to generate an email alert if a data stream gets disabled.  For instance im having an issue with one of our systems db's going off line and the reports are timing out then getting disabled.  I would like to setup an alert to notify me so i can correct the issue before the end user knows there is a problem.  Ideal solution would be to monitor all reports and not having to set this up for each one.  Any direction you could provide would be greatly appreciated.
