% Background over Amounts in Chart

What is the best way to accomplish the attached chart? It is broken down into categories and then a count on the series. I have created a % calculation but its not working as expected. I know I am probably missing something. Any help is greatly appreciated.

No offense, but the design of the submitted chart is sub-par. (I wanted to use a four-letter word, but that would just have MFGF edit my post :D) I know that writing text over other text is all the rage in terms of art design, but you are using text to convey information. If design choices stand in the way of that (i.e., they make some of that text illegible or even just hard to read), they are poor design choices.

Other than that:
Create your percentage calculation in your query. Test with a plain table. Once it works, drag in a chart object, set to clustered bar. In the chart's properties, find the topic "combinations", and use that to add a second axis, also clustered bar.
Add your percentage calculation as the primary series. In the properties of the series, set the border to hide, change the palette of the series to something that's single color with a transparency of 100%. Select Chart labels -> show values, and set to outside top.

Add your value field to the secondary series. select chart labels -> show values, and set to inside top

Also, you'll want to remove grid lines, axis line and axis label on the property of the axes. Result is attached.
