Reporting package not visible for certain member groups.

Cognos Version: 11.0.5
We have two users who exactly have the same access rights. But only one user when logged in is able to see the package.
The only difference is that these users belong to two different groups.
Groups and Roles:
Groups
All Authenticated Users
Everyone
User1 Group for user1 (otherwise User2 group)

Roles
Consumers

I have tried to renew the user credentials for the user2 where the package is not shown. Is there anything else should I be doing in terms of debugging?
Also, if i change the group of user2 to users1's group then it shows the package. Like I said, both groups have same capabilities and roles.

Hi,

Visibility of a package is not based on capabilities and roles - it's determined by the security defined on the package folder. My guess is that if you examine the security set up for the package folder, one group has read and traverse privileges for it while the other doesn't?

Thank you for your response. I did look at the package permissions and I see the user groups (group1 - user1 , group2 - user2) with Run Permission with Grant set to Read, Execute and Traverse. Do you think the override parent permissions option checked would create this issue or anything else i can do to debug this weird scenario?

What are the permissions set to be for the folder this package sits within (ie its parent folder)?
