Parameter and Filter

I am new to cognos. I have a doubt in cognos.
What is the difference between parameters and Filter?

Welcome to planet Cognos.

A filter is some thing which refines and qualifies a query to return for a smaller, precise set of data.   It will be used to add information to the where clause of a sql statement.

A parameter is a value representing some thing.  If you look at the session parameters dialog you will see some examples of parameters.  In the sample models you will see the locale parameter being used in macros to dynamically generate query item object references in some query items. 

So there's quite different beasties.
