Dynamic Data Refresh for Cognos Reports

Could anybody suggest an approach to dynamically change the data in the Cognos Report using .NET web services.
The report will be run only once but the data changes with in the report for every 5 mins of time.

Thanks Raj.  But will this work for Cognos 10.2.2 and IE11 Version.
