Public Subset

Hello experts,

How can we make non - admin users to save a public subset in TM1  10.2

Ok, let me elaborate on it.

Non admin users in my organisation are not able to save the Subsets as 'Public', by default it is always saved as private.
Is there any way I can fix this issue , I have admin rights.
OR
This is a limitation in TM1
