How can you display chart values as a table under the chart?

Hi folks, I have a requirement to display data values underneath a chart. This is a very easy addition to a chart in Excel. See the attached image for the requirement.

In Cognos, I am able to get the chart to display correctly, but the data labels/table underneath are another issue. I followed the instructions in this tutorial but it did not help: http://cognosknowhow.blogspot.ca/2013/04/the-cognos-report-toolkit-align-series.html.

So my next attempt was to create [Month] fields for each [Year], the idea being that having each individual year's months assigned to Data Item Values of the 'rate' would prevent the ungrouping of Categories (x-axis).

Any thoughts? Thank you for your input.

is doing the rate table below the chart as separate object a possible option?
So you have the chart above and a list/crosstab below.

That is certainly an option, though in my opinion, a crosstab below the chart is less readable than nested fields in the Categories (x-axis), UNLESS there is an easier way to align the chart and crosstab below it by manually playing with padding size...

Basically I'm trying to replicate the requirement as close as possible, and thought I had my data structured in a way to accommodate that.  :|
