We recently began getting tis error, " "Web browser default behaviors are disabled. Some settings will not be preserved." This happens when we try to launch Report Studio. we can login to Cognos (10.1) fine, but when We try to choose a package the error occurs. (Similarly, if we click on the blue triangle for Report Studio on an existing report, it also occurs. ) we can click on OK on the error, but then the spinning icon never stops spinning, never goes to the page and we need to X out.  We can run existing report just fine. We found an IBM Support article which suggests enabling "Userdata Persistence" in IE11 (which we use exclusively), but the error popup persists. We thought it might have been caused by the recent monthly Microsoft monthly patches, but we cannot determine or isolate which one. We use Deltek products,  and have a technical support case open with them, but no solution yet, so I thought I'd put it here to seek help from a wider audience. We ARE able to run Report Studio successfully ON the application server using IE11 there. Also, I have a newly installed TEST instance of Cognos 10.2 on a separate server and I can run Report Studio without the error there.  on the production We are using MS SQL Server 2008 on Windows Server 2008 R2.

Have you tried a supported version of IE? It doesn't look like your version of Cognos supports IE 11:

Have you tried toggling compatibility view?

Since you say it works on the server and not a user machine, I'm inclined to think it's related to IE settings.

Make sure the following is enabled:
-Cookies
-JavaScript

For IE only:
- Run ActiveX controls & plug-ins
- Script ActiveX controls marked safe for scripting
- Active scripting
- Allow Meta Refresh

Thanks for the reply. We tried ALL those things to no avail. We did garner some additional diagnostic info from the IE debugger. We see a permission denied to rsapp.htm and specifivcsall when it is trying to access a file named knb.save

An FYI: This is a public web site and you do not need to have a logon to see content. But, you are exposing email addresses of yourself and others, and your own phone numbers and physical work address. I wanted to make you aware of this in case this was unintentional.

Compatibility mode is a must, but you say you tried that.
Are you running with the same logon on server and client?
Are there perhaps differing group policies for IE affecting server versus client PCs?

Have you tried running the browser in 'safe mode'?
Easiest way to do that: Start > Run then enter:  "C:\Program Files\Internet Explorer\iexplore.exe" -extoff

rsapp.htm is pretty essential to being able to use Report Studio, so I would focus troubleshooting efforts there.
