Task Execution Rules

Experts -

As per a previous post, I have an agent set up to detect if records in a database are > 5000.  If so, reports are generated.  I have set the task execution rule to "New Events" and the agent is scheduled to run each hour between 6:30am - 9:30am daily.

I was hoping that the reports would run the first time the condition is met (records > 5000), and not run after that.  Unfortunately the reports are running 4 times (6:30, 7:30, 8:30, 9:30).

Any idea what I'm doing wrong?
